101%? Too little!
If LOTSB says anything, then it's that Liara will have a major role. The only question is if it's going to be as a squadmate or like TIM. Perhaps she will first be like TIM only to become a squadmate futher in the game?

Why not?
She can at the start at the game act as our TIM, then when something happens (destrouction of the SB ship?) she will move on to the Normandy and re-join Shepard for the final battle!
There are other suggestions, this is just one of many.

Good! My Shepard needs his "sister" back. Glad to help her with the whole SB/Feron issue, but now I'd like her back aboard the Normandy.

Essentially, the Normandy might be able to hold only about ten squadmates, but there might be fifteen to twenty to choose from in all, giving one the chance to pick their absolute favorites from among a larger pool without crowding out the ship. The incentive for rotating people out would be that one can only advance their interactions between their Shepards and the selected squadmate while that squadmate is on the ship, and not when they're at their hub location. The hub locations might also be the only place to get missions, as opposed to assignments, which could still be obtained by all three means -- extranet messages, vocal interactions, and planet-scanning.
As another alternative, one hub world might be different depending on Shepard's allegiance to Cerberus by the end of ME2. If they give Timmy the finger and destroy the Collector base, they have the chance to reassert their support for the Council and then gain access to the Alliance-related hub world (in this example, Horizon) while if they threw their lot in with Cerberus and kept the Collector base, they'd gain access to Timmy's personal space station and possibly an alternative to the VS (possibly in the form of that merc from Retribution).

Liara will join us for ME3, at least only for the final battle, but she will join us. This is evident, it's impossible that they've re-created the whole Liara's fighting part only for a DLC. Look at the developer's comments on the hard work to re-create the powers, like Singularity. I'm sure that they will use the new Liara's fighting system in ME3, but perhaps she will be recruitable with some conditions, for example if you played the DLC you will be able to recruit her slightly before, 'cause you are reunited with her now, especially if you continued the romance.
At the end, Feron is an information trafficker itself, isn't he? Liara can make some decisions aboard the Normandy, and if Feron stays on the SB ship where is the problem?
Or better, with the SB intelligence system on the Normandy, if Thane dies... we should recruit Feron and let Liara come aboard the Normandy with all her intelligence system. We have EDI, not that stupid VI of the SB ship

Yes, but they weren't forced to make Liara as an active squadmate for the DLC, with powers and everything else. It's such a HUGE work, as they said, and having her as a npc during the whole mission, as many users predicted before the release, should've worked as well. Considering that they are working on ME3 since ME2 was released, and that the DLC was probably ready (like the others) when they released ME2, they probably wanted to put into the DLC the new Liara's combat system, for testing it, having feedbacks from the users and correcting any bug before putting it into ME3.
Let's see if they will do the same thing for the VS, if they will do a DLC about him/her. It's such a perfect way to test new things, and in the meantime releasing a better content.
