As much as I like Liara, I had to choose between being irrational or being a big softie. I chose the former.

As for her pending role I can see 2 things happening.
I actually think the least likely is that she will be an actual squadmate.Still a possibilty I suppose.
I think it is more likely they are going to push her into being the new Shadow Broker and that she will serve as an NPC contact in ME3. Let BW know just how much this would suck and be totally lame.
There is no other option then full squadmate in ME3 in my opinion, if she is made a NPC like character they make a fatal mistake. For ME2 DLC she may very well just be as she is now but with more interaction and the one that sets you on the road to take out the SB. I honestly don't think we will see a DLC that makes her a squadmate

Liara is one of their most accomplished daughters. By the end of ME3, Shepard will be pretty much the most accomplished being in the galaxy. So they want lots of offspring.
A bonus is that the pro-human groups then can get really angry at Shepard for turning his/her back on the human race. Then the more reasonable people can say "Well, Shepard did save all life in the galaxy, so you can't really claim he/she didn't do enough..."

I'd also be disappointed if they let you cheat in ME2 and still get back together with the old LI, what would be the point of having stayed faithful then?

Anyway, Liara will be a squadmate in ME3 by the will of her fans and of any random god you can think of. (Even the Egyptian ones).

I guess the possibility would be there for Shepard and Liara to have children, as Shepard will probably live a great deal longer with the cybernetics.
I guess the romantic ending would need to be permanent in the sense of Shepard and Liara doing something to express their love as it is the conclusion to the game and hopefully will solve the relationship problem in some type of DLC. Marriage could be a option if we were faithful, perhaps? (Do Asari even have a type of marriage)?

After defeating the Reapers, Liara and Shepard will start an organization much like the Jedi order to preserve peace, jusctice, and stability in the galaxy. And of course always watchful for any new threats upon the horizon.

So would I, ther have to be consecvense for cheating and I mean real consecvense. I would not mind if it made the ME1 LI non recruitable and maybe effect the story a little too.

Certainly, it should play out differently if Shepard was faithful, but I don't think it should preclude a reunion. I'd argue that it makes sense for a Shepard that did not romance Liara in ME1 to start a romance with her in ME3 (if there is no other romance active), as she clearly cares deeply about Shepard.
I do think that Liara will have to be a squad member in part 3 to really tie up all the loose ends. There's too much ground to cover and I can't imagine Liara not wanting to be near Shepard for the final battle (unless Shepard is a total jerk to her, then she'd probably be torn).

Just quoting for support, some lovely blue daughters running around would create a nice happy ending if you have to earn it and it's not done the sappy happy way.
This would make a great reward and more than compensate the "rocky relationship" (Casey Hudson" of ME 2.

If we've learned anything from ME 2, it's that BioWare don't like to "waste" time implementing stuff that only players of previous installments will see. So IF they write meaningful romance dialogue for Liara in ME 3 (which we of course all hope for), then I think that even new players will be able to see it. And I don't think they'd exclude those who "cheated" in ME 2 either. If on the other hand she's only "available" for the small (?) number of players who started the romance in ME 1, or even only for those who stayed faithful during ME 2, I fear her role would once again be very short and shallow.
