I think Liara's parentage could have impact on her particular story arc at least in terms of closure to what Liara expressed in ME1. I don't think Liara's character will suffer irreparable harm should she not meet her father but I wonder why the issue was brought up in the first place unless BW had some direction in mind.
I think Liara's father has some role to play in ME3 that is Liara related, not sure what but I suspect it's something.
An introduction by Shepard for her birthday might be a very heartfelt gesture and would not need to be 'opening old wounds' as much as establishing connectedness and perhaps more.
