Long time Liara romancer here, have my Paragon Vanguard who romanced her all the way through LOTSB and loved it.
Just had to ask though since I was just playing ME1 again:
Liara in ME2 and LOTSB seems to have a much more mature, and assured way of speaking. Also in ME1 she seemed to pause a lot while talking, and not just stuttering either. Her line: No I just meant that you would be an interesting specimen for an indepth study... NO WAIT thats even worse still makes me smirk.
What I am trying to get at is that Liara seems to have a presences and confidence to her voice in LOTSB especially, where in ME1 she seemed almost part of the background when talking.

still doesn't seem likely to me that Liara will be a team-mate in ME3,
and I'm still p!ssed about that, but I can see now what direction BW are
trying to take the romance. It's good enough for me, and a big
improvement over the shambolic events of vanilla ME2.

Althrough while it's a good idea to complete LOTSB ASAP from a gameplay perspective, I would never do it. Since completeting it would remove or atleast greatly diminish, the point behind the picture scene.

I loved the ME1 menu. The vigil theme, the blue colours, the montage of all the important characters. That combined with the characters stand and look, gave you a sense of optimism, but also the feeling that challenges and tough decisions would lie ahead.
A great way to kick off an awesome adventure.

Certainly
If Shepard has had - or even just arranged - the date with Liara, then him looking at the picture before hitting the relay can be interpreted as him strengthening his resolve to come back and see her again. This is uplifting.
If LotSB has not yet been done then Shepard staring at the photo is, to me, a guy struggling with a broken heart or, worse, a guy in denial (Liara at this point has shown zero interest in him). This is depressing.
