Do you think its possible that TIM's line was a holdover from an earlier iteration of what was going to be in the game? Meaning, do you think maybe BW messed up and had him say that and forgot to remove it before the game was released? Or do you think they planned to have him lie and the whole thing was deliberate.
I actually kinda think it was an error. TIM knows you're going to go to Illium, and that you'll probably wind up seeing her. Isn't it pretty easy to get what TIM tells you varified, or not? And there was no option to go back to TIM and pick the dialogue option, "You lied to me about Liara, and now I'm going to have to kill you! And since I can't get to you I'll have to kill your proxy on this ship. I'm sure Miranda is busy doing crap in her office. Lie to me again and Jacob is next!"
If we think about our theory that Liara has been manipulated into working with Cerberus in ME2 to take down the SB, and in turn TIM ordered Liara not to fraternize with Shep anymore incase she revealed any Cerberus data to Shep that TIM doesn't want Shep to know. If that turns out to be true, then it stands to reason that TIM will try to get Shep to mistrust Liara, and coupled with him ordering her to not be friendly at all with Shepard, he probably considers it safe that Liara and Shep would not speak or open up to each other.
What TIM didn't count on was Liara not being able to contain her feelings for Shep, hence her rushing to kiss him/her, before regaining her composure and pulling away, and also Liara revealing how she recovered Shepard's body and gave it to Cerberus. Something very odd is going on with Liara's scenes in ME2, and I think TIM flat out lying about Liara does have some significance.
