Really, the only situation that makes sense is that Liara is working for Cerberus, but they are demanding she keep that quiet and stay away from Shepard. Then she has a ton of motivation to take the Shadow Broker down so she can reunite with Shepard.
I would assume the scene was written once, scrapped due to the comics, and then rewritten a whole bunch of times to try and get something out. They obviously don't want to spoil the comics and they also didn't want Liara on the Normandy. So you get this sort of half-finished thing that doesn't really make sense on most levels. It's really the worst writing in the game by far - it feels like they didn't quite know what they were going for.
I am pretty sure the writers had another idea for the ME series previously (the ending of ME1 seemed as though they were going to immediately continue the story in ME2), but someone over at BW or at EA wanted a "dark and edgy" game at all costs.
I agree, Liara is probably working for Cerberus, it is the only way to explain the reunion scene.
Although, there could be another organization involved we don't know about.
I myself think that the scene being lackluster is going to be better for us in the long run (although Shep and her could have at least said "I love you" at some point in the conversation, or at least have Shep show some sadness at what she has had to go through for her) I am not just being optimistic, if BW had gone with their original plan, Liara might not be in ME3 and we would be left with an even more empty feeling about the relationship with her.

It's what makes me think that the reason we, as Shepard, cannot properly comfort Liara and relieve her of her pain and guilt is so that her character and story arc for ME2 can continue, which is obviously the reason why she can't join the Normandy. They need this story to provide an explanation as to why Liara isn't on the squad in ME2. This will in all likelihood mean that we'll finally be given the opportunity to comfort and console her in Liara's DLC.

Although it may seem out of character, I can see why she is so angry in the comics, her only love has died and the SB is defiling her body and trying to sell it so the Collector's can defile it further .

I know...
She doesn't care about her own safety at that point and insists on watching. I doubt it's safe to stand in an escape pod....there are probably seat belts.

Okay, now that I've solved that problem... though I can't quite solve the WallBanger of a main plot ... I really wonder about the whole Romance Pack thing that was brought up. Do you really think they're thinking of it for ME? I'm not entirely sure about that, the quote was 'take Leliana on a date' if I recall... and the problem is also that they really do have to progress us ME1 faithful types into a better place in our relationships to be able to pull that off realistically. So I have a weird feeling that they'd at best, split that sort of thing up and release ME2 ones earlier than the Original Trio, which might have to wait for after the bridging expansion that is apparently so annoyingly close to the release date of The Old Republic... remind me to have a better job by then so I can afford them both.
Still, I have to say that, while I'd prefer a fifteen-hour full-on expansion rather than a 90-to-180 minute Liara-exclusive DLC... I personally think we're gonna get both. The fifteen hours being not entirely focused on LiLi, but there is just something that tells me that she's got to be central, especially since the Shadow Broker getting offed in the space of three or four missions does not seem likely to me, so he'll still be looming over the game at that point.

As you said, an emotional hug and maybe some sort of emptional reply would have been nice, Liara pours her heart and soul out to us and Shep just sits there with a stupid look on her face.
But the whole "Someone might be listening" probably sounded like a better excuse until the Expansion comes out when they first thought of it.
It would be great to get an Expansion (with Liara as one of the major players) and a Liara oriented DLC.
I agree, I can defintiely imagine BW doing both. I don't see how you could connect ME2 to ME3 without Liara as a major character in the Expansion.
The SB is definitely up to some weird crap that we don't know about yet.
I agree as well, any Liara romance pack wouldn't make the least bit of sense the way the relationship is right now.
The only way to do it would be after the Liara Expansion or any Liara based DLC.
I would love a 20+ hour romance pack after ME3 with Liara (I would pay full price for more time with the Lovely Liara<3)
I do still like the name Liarasexuals (it applys for Lesbian FemSheps and MaleShep).
