I kind of think it is a combination of all four, they had to edit the actual scene for the comic and the DLC (an expansion would follow most likely if there really will be one). That is all because of EA and their marketing guys.
And yes Liara had to be saved for ME3.
I am in agreement with everyone, the ME2 storyline sucked ass, but because they decided to go the suicide route, Liara had to stay on Illium for the duration of the main story. If she had been able to come, she could have died in the crappy storyline and not been around for ME3 (or had a drastically reduced part).
I just really want Bioware to say something; we all loved Liara, everyone seems to like ME1, all of us bought ME2, most of either have the comics or plan to get the compilation or at least follow them. I don't think that it is too unreasonable to want to see some of that goodwill reciprocated in some way after two months.
But I always try to remember it is probably because of the legalities of the whole comic book/DLC situation.
I try to use another case (tens of billions of dollars involved) of people not being informed to remind the that BioWare is probably in that situation.
In this case I am referring to, basically, the lawyers, commitee members, and other parties involved cannot tell the shareholders anything at all about what is going on (although one of the lawyers may have just screwed some people around and played with the price of the stock by letting some information slip that was taken out of context), I like to think it is kind of the same situation.
BioWare cannot tell us anything because they are legally bound not to, makes no sense to us, but it makes perfect sense to their legal department (which got their information from marketing).
Also, anything devs say in interviews has been reviewed and cut down by their marketing department, then their lawyers, so we always get the bare minimum of the information.
Makes me feel better to think about it like that.
We do indeed love The Beautiful Blue Goddess, it is good to be optimistic (pessimism makes everyone depressed), I still assume we will not get everything we want in the DLC (that can be unrealistic to think so), but I am confident we will get most of what we want.

The Council has to know the truth and is simply covering it all up so not to cause galatic panic, they can't possibly be that stupid.
But, then again it is a game, I suppose since they have interstellar travel and all them other advanced things, common sense went out the window.
