I still think the Shadow Broker is a Keeper Queen type of character. Think Collector General. When the Reapers lost control of the Keepers, it kind of "woke up" and maybe its "job" was keeping the Keepers working and watching the galaxy, letting the Reapers know when it was ready for harvest. It didn't "know" how to do anything else then what it was programed for, so that's what it does now just not under control of the Reapers anymore.
Wasnt that pretty much Sovereigns job,wachting the galaxy and then send the signal,as for the Keepers they dont really have a mind of their own,also I dont know if we really should try to force the reapers in the whole SB thing,even without them he is a good enough villain
Sovereign would of been sleeping for most of the time. Only waking up once in awhile to get a report from the Keepers. Saren most likely found Sovereign when it was asleep. Or else I think he would of been killed right away. However, when Sovereign woke up, the Keepers did not send a report, and here was Saren poking around, thus Sovereign indoctrinated him, to be an agent and figure out what was going on.
Also, that's why it has to be some kind of leader, that the Reapers left with some small bit of intelligence. We even see the Collector General kind of wake up, look around scared, and then get blown up. Its last moments of freedom from direct Reaper control. The Reapers had to leave atleast one of the Keepers smarter then the rest, to run things on a basic level, so the Vanguard could take naps.
