Not quite.
Lili just "express" her fellings toward Saren in reaction of one of the squaddie comments about Benezia "alliance" whit Saren.

Saren does have a reputation as being ruthless, extremely so. In the novel Redemption he runs around going medieval on people left and right, he tortures at least three people to death that I can recall offhand. People get scared when he tells them his name. Anderson is right about him being anti-human too, Saren lost his brother in the First Contact War and hates humans.Asheer_Khan wrote...

I think the novel Redemption is set 20 years before the events of ME1. Saren was a total psychopath before he even got anywhere near Sovereign. He keeps cutting parts off a guy and asking him questions, then keeps at it until the guy dies just to be certain. Then he talks to a woman with third degree burns who is the hospital, gives her a shot to wake up her up from medication she's been put under with. The doctors gave him another shot to put her back under, but he just stands there and watches her go into shock and die so she can't tell anyone else what she told him.Cartims wrote...

So "back to normal" for Saren wasn't really all that hugs and kisses to begin with. He totally screws Anderson over on that Spectre mission, kills several hundred people in the explosion (children included), and all so he alone can find out about the mysterious artifact so he can get revenge for his brother. That is why Saren goes to find Sovereign, he hates humans and he hates the Council for stopping the turians from wiping them out. Now he wants a way to finish the job himself.
It is pretty amusing to talk him into shooting himself. What a chump, no wonder he was such a tool of Sovereign. It is almost as if Shepard can indoctrinate people!

One of the rare moments that Liara smiles in ME2. She's so sad, lonely, guilty and stressed. :-(
