I think we've already got that covered. It's the fear that Shepard will hate her.
I do have another theory though, that I'll type up in detail a little later. To be brief, though, it involves Liara feeling that it's her responsibility to not bring up her love for Shepard, and to be distant, as she feels like she doesn't want to distract Shepard from the suicide mission, and wants to be absolutely sure that the person she loves will survive.
