But yeah, I see the point you're making JP. Shepard is an extremely poorly written character in ME2. It's such a shame, as the opposite was true in ME1. Despite the fact that you pretty much defined Shepard's personality yourself, the character was still believeable, and reacted to situations in logical and believable ways. I hate the writing in ME2. Really, I can't stand it.
Shepard just doesn't ask any questions about what happens, or doesn't pursue anything, or even make a stand.
Like right from the beginning on that station, you can have Shepard say that you want to look for survivors. And Miranda says they're all probably dead and that they knew the risks. So Shepard drops it, when any Paragon Shepard would tell Miranda to blow and head off to save those people.
Shepard's response to having been dead and reanimated is pretty much, "ok." Shepard being the commanding officer of the Normandy is so much a joke it is painful. You can't even order someone to feed your damn fish without letting them hump your leg first.
The problem with Shepard being a stupid passive lump when talking to Liara is pretty much consistent with how they behave with anything that isn't the "right" plot track. You aren't supposed to worry about what Liara is doing, about the relationship, or why she can't come. You're just supposed to click those lines of dialog and then head off to shoot those 40some people to get the name of the ship for Samara.
