Yes, the asari treat other asari around that age as still young, but it doesnt change the fact that they are still physically and mentally as mature as any adult.
Liara has been on her own for decades and was better than all her older peers at her line of work. She clearly isnt anything close to a "teenager" in anything other than pathetic trolling attempts by dumbasses. Shes a mature adult, which is more than can be said for some.

Is Liara physically mature? Most definitely, she looks just like every other asari we encounter in the ME universe.
Is Liara mentally mature? Yep. She's intelligent, independant, assertive, headstrong and rational too. All very mature qualities.
Is Liara emotionally mature? I would say so, yes. She only agrees to meld with Shepard when she's absolutely sure of their love for one another, and trusts Shepard completely. She's reluctant at first because she has to be completely comfortable with herself. Plus, she didn't allow her grief over Benezia's death to compromise the mission, and maintained her dignity.
Is Liara sexually mature? Considering that we're told Morinth's Ardat-Yakshi symptoms began manifesting themselves when she was only 40, I'd say that the asari become sexually developed at a relatively young age. Liara has been for 6 or so decades.
Bottom line is, Liara is a fully mature adult who is well aware of what she's doing. And she's beautiful and awesome, don't forget that!
