I think you have to have had trauma in your life to write a good emotional scene. The most screwed up people tend to be the most expressive artists. Maybe he needs to watch the a dramatic movie or read something about love lost, etc etc. That might get him into the zone.
Yeah, if they skimp on what should be a powerful moment in favor of "lol, look they are sad faced" that will be awful. There is a way to write things so that they aren't camp or overwrought...
Bioware needs to take a few lessons from Square-Enix. People love the longer scenes, at least for one viewing.
