Imagine getting a touching email from Liara, in which she details that she's on the run from the Shadow Broker and can't remain in any one place for any length of time due to there being a price on her head. Liara would give a heartfelt apology that she can't meet with Shepard, and that she's doing so to protect her so that Shepard isn't dragged into her conflict with the SB. Liara would vow to meet Shepard again some day, and tearfully say that she wishes she could embrace Shepard in her arms.

This also would have made me 'visibly less disappointed'. 
Oh, me too... seriously, if there's one thing I can't argue with, Shepard's behavior in the scenes we got is so horribly

as to make me think, "How did
this scene end up in a BioWare game?" We got more expressions from fem!PC in
KotOR during the Carth declarations. (Actually, we got none, but go with me here.) It just smacks to me of running out of time to get the scene right, but even there I'm highly disappointed in Casey and crew, unless it's an attempt to mute the visible effects of cheating until ME3 ... then I'm 'a bit more than mildy disappointed'.
