It's not that they aren't popular characters, but the whole forced Virmire death choice essentially turned them into the squadmate version of Sentinel MaleShep/Soldier FemShep. I'm not saying that it's not doable or impractical.
I'm saying that I don't see any evidence that they care that much to put the effort into it to include the Virmire survivor in a Liara-focused dlc. Simply put, the Virmire survivors aren't popular characters. They'll make what sells.
It gets even more obvious in ME2 when either of them end up with the same job of being on Horizon and have nearly the same dialogue as each other.
Thus, I'd say Kaidan/Ashley are just as important as Shepard himself/herself, but I wouldn't be surprised if they have very similar dialogue in ME3. Liara saved Shepard's life, but Kaidan/Ashley may be the key to saving Shepard's reputation.
