That's the result of adding too many romances, which is what the fans asked for...and even now they ask for more. Every character that's not romanceable needs to be just that it seems. It's as if they have a set amount of dialogue for each character so if that character is a LI the dialogue is 50/50 or so it feels. Still pissed that my best friend Garrus ended up with so little friendship dialogue to make room for his romance. But I guess that's the 50/50 thing again..or something.
Said it before, less is more. Should have cut a few romances and tossed those resources into ones you really want to develop. Thing is though, they have romances in all flavours now for their fans so despite some characters getting bashed, others get loved whereas the LI's in ME1 mostly got bashed after release. People have a choice now. Don't like Kaidan? Here are 3 other options, now stop whining about him whining and move on.
Sadly though, the luxury of having choices means the romances themselves suffer...or so it feels to me.
Well, unless they start adding in more dialogues...like in DA, but that's doubtful.
