Now that you mention it, I do think it would have been more meaningful for Ashley or Kaidan to have been there instead of Shepard, and it would have made more sense than Hackett calling Shepard out of the blue as soon as she wakes up.
I mean, even if you aren't romancing Kaidan/Ash, they are still important. It could have been a stand-alone module.
Heck, if tIM send Shepard instead, sans memorial, it might have been more meaningful (in his trying to gain her trust/prove that things really did go down that badly). And Shepard could have collected the dog tags and sent them off to Hackett (or not) of her own volition.
(although I
did enjoy it, the timing was just kinda... wth?)
Re: The Terminus Systems. It's kinda weird that the Normandy is investigating (presumably) Alliance ship disappearances in the first place. They could be investigating colony ship disappearances, but that would mean that the Alliance
is investigating the colony problems and the whole "Shepard working for Cerberus because no one else is doing anything" is poised to go out the window again.
Then again, Ilos is officially claimed by Citadel space forces, and
it's Terminus space, isn't it?
(and perhaps the Alliance sent a rescue immediately because it was Shepard?)
