I know that some people don't like his message to her. I love it. Yeah, its a litle dificult, especially that "maybe...I don't know" line. But its certainly heartfelt and unusual for the guy to be so open. He's usually a little more cryptic in saying what he feels.
I thought it was bordering on cruel of her not to respond to him, although I understand some people's thought that she wouldn't so as to protect him from Cerberus using him as a pawn in their game more than they aleady had.
I think she would send a letter. Kimbri would have written several through the course of ME2 and deleted them, never knowhing quite what to say. But I don't think she would set up a time yet. She knows she has a suicide mission ahead of her. So she wouldn't want to really start anything again with him for fear of hurting him again. But she would finally send him a message right before O-4.
I wrote a response about a week and a half ago that I felt my Shepard would have sent him (prior to starting to read any FF). I just haven't figured out how to post it on the FF site yet.

Marge would send a short apology, a warning, and a clear signal that she never stopped caring about him and hopes needs to see him again. No forcing him to understand, no explaining. No letter would be good for that.
Kimbri did write those things. She figured they would be easier to say behind the anonymity of text--especially considering how well the last face-to-face went. Also, it would likely take time for him to be able to absorb/believe/accept those things that she had to tell him. This way, he would also be able to go back and re-read things later when he was ready for then.
She also didn't know if she was coming back and didn't want to leave hard feelings or unsaid words for him.
