That's how I did it in a fic I was working on.  She goes in her room, finds frames, and using the extranet and 22nd century Photoshop, gets a handsome picture of her Kaidan.  As for the empty frame, in my head, it's filled with a post-Sovereign photo of the whole SR-1 crew.

I think we all deep down realize the devs just put it there for obvious reasons. As long as there's no reason it shouldn't be there, there's no plot hole!

This, just because it didn't show Shep putting it there, doesn't mean she didn't.

True, I suppose the simplest explanation is the most probable.  I would just like to think someone besides Shep realized she had lost much more than time and that this little token might be enough to help her achieve the impossible (again).

On that line of thinking (giving Shep help with the impossible), I did an RP recently in which Shep was so devastated over everything that had happened that she went into depression mode.  Cue our buddy Joker, who, in this play, had had a major crush on her and wanted to make her feel better.  So what does he do?  He takes Normandy SR-2 in for a complete paint job overhaul.  He knows it won't replace what was lost, but he paints SR-2 just like SR-1 had been.  Yes, despite Cerberus.  Thumbed his nose right at 'em.  Anderson helped out too, since he believed that Shep hadn't betrayed them all.  It was cute and great fun to play, no matter the utter implausibility of it.

The queen of melodrama--and of snark.  Telling that injured merc guy (when trying to find Okeer) he could find a shady spot before bleeding out... she thought that was hilarious.  Then again, she thought telling Rana Thanoptis on Virmire that she could start running and maybe escape was funny too.

I have to say, though, I really, really like the picture they used for the desk picture. It looks like he's got this sort of really cute little smile (clearly thinking about Shepard - or maybe it was an official pic for his records, but Shep took it). What they did to poor Ash's pic, however...
