I think Jack would be a good pairing. It would look odd at first, but they are both biotic and went through not so good childhood. Of all the people, Kaidan would be most sympathetic to her background.
Liara could work too, they seem to get along just fine, so could tali, but I got the impression that Kaidan doesn't have a thing for aliens.
He probably hate Miranda for being cerbrus, plus for what cerbrus did for Jack.
I don't think that Kaidan would go for anyone on the crew if Shepard was male. He said that he didn't make a habit of complicating the chain of command. And most of us here don't think that he even would have gone after Shepard if she had been lower ranked that he was. Perhaps he would have someone in another unit. But no one on the ship.

They do have a few things in common, but he's quite paragon and she's quite renegade. I don't think it would work.

And I'd like longer hair. I've always liked long hair myself, and I"m sure that my Shep would like that too.

I don't know - dating for the sake of dating doesn't seem to be Kaidan's thing. It's the only thing in his letter that doesn't make total sense to me... but I guess that if he was trying to force himself to be normal, then he'd be doing "normal" things?
I think that's it. It was like a first step that his friends are forcing on him. I think that part of him wanted to be upfront about it in case she heard about it--and to know that there wasn't really anything to it. But he also may have been telling her that there are other women out there that would go out with him beside her.
And no. I don't see him as being into much of anything "casual"--even just dating. I think some of Ashley's comments in ME1 reflect that--about him not taking much shore leave and such. Ash seemed to have a good handle on her superior officer.
