Don't know, and I totally agree with you.
I kind of had this idea... doesn't really fit with the fact that the picture is there from the start, but hey, anything's possible in the imagination, right? So this is what I came up with:
With a heavy heart, Commander Shepard picked her lonely way through the rubble of the Normandy's crash site. Despite the incredibly thorough job the Collectors had done on the ship, a surprising amount of the wreckage was actually recognizable. There was the cockpit, where she had been standing when she was blown into space. There were the pits where the crew used to work at their terminals. There was the table they had eaten their meals at, trapped under a pile of debris, and the cramped little sleeper pods everyone loved to hate. Even her own personal quarters were relatively intact, though her mother would have had a few sharp words for her had she seen the state of them. As she laid a hand on the bed where she and Kaidan had spent their first night together, a glint of light reflecting off broken glass caught her eye. Half-covered by dirt and debris was the picture of Kaidan she used to keep on her nightstand. The glass was shattered beyond repair, but the picture itself was miraculously intact. Shepard wasn't normally a particularly religious woman, but right then she thanked whatever gods may be for leaving her this one thing, this infinitely precious reminder of the life she'd once had, the life she still hoped to have again someday.
