Well, for me, it was because she asks that question regardless of the Shepard. It completely loses its meaning when you realize that her question isn't romance specific. Neither is Joker's, actually. 

The only romance carryover line that wasn't with the romanceable character was Kasumi's one line about Liara. The rest of the questions etc. go to every Shepard.

When talking to Joker after Horizon, using the paragon option he does say to Shepard hes glad it didnt go bad, because he wouldnt be looking forward to her mood, and theres "a reason I dont date crew commander" I'm assuming he only says that if the VS was  romanced

well, two reasons: 1) kyrie shep doesn't like shrinks. blame mindoir therapy. she's actually a real b*tch about it and she takes it out on kelly (which is unfair and this will come out a little in next chapter which i'm putting up right now)

and non-my-shep specific, 2) kelly doesn't know either VS or shep that well. her "the mission reports said... was on horizon. how did that go?" came off to me as a total "are you okay because you need to be stable for this mission" not a "omg, that must have been hard" joker is trying to be helpful, i thought. he's just socially akward about this kind of thing. kelly is being "helpful" imo. kyrie didn't appreciate

Well, with my Spacer Shep, there was no rule-breaking by her or Kaidan really. Just extreme awkwardness. Made worse by the fact that Joker was there.

i love that you did that sapphy. i couldn't resist putting them together, so neither could they. but i love how you did that anyhow.

Yeah.  Kimbri wasn't about to get into much with Kelly.  I didn't really think about it at the time, but later thought that Shepard might also not want to reveal to this Cerberus-placed shrink exactly what she felt about Kaidan and Horizon.  Kimbri would have loved to talk to Garrus about it.  Hell, she would have talked to Joker more about it until he just wanted to make sure it didn't interfere with the mission.  Chakwas would have sufficed as well.  But not Kelly for the same reason that she'd never talk about it with Miranda.
Now that I know about getting trashed at the Citadel, that's where Kara (my next Shepard) is going after Horizon.
