Seemed like it to me, but if ME2 was based off the Council dying, then they probably just work for the Council as Alliance soldiers, rather than Spectres.  Because in a world where the Council is all human or human-led, Spectres aren't likely as big a deal anymore.

I've considered the possibility, but I really hope not.

I don't know how I feel about Kaidan being a Spectre
On one hand, that's Shepar'd position and I'd rather it be hers alone.
On the other hand, I'm sure that there are Spectres that operate in different fashions.  Shepard is a "face things head on" type.  Kaidan would be more sneaky and behind the scenes, but would be able to put up a really good fight when necessary.
It also would put him and Shep on equal footing and get them both out of that whole chain of command problem.

Kaidan smells like hugs and musk. It's not a spicy smell... 

It's gotta be like a generic, non flowery fabric softener. Something cozy.

Ozone, the smell of a lightning storm. And some sort of musky, nice aftershave and soap.

After a fight... I'd guess the scent of the aftershave and is overridden by sweat and more ozone.
