The interview is more than a year old and besides being typical PR, how these events are perceived is a matter of interpretation. The "longer lasting effects" are related to the "story of Cmdr Shepard" -- which goes on past ME2, so perhaps that's really what he was alluding to even it the overall interview was about ME2. I'd rather not try to speculate based upon really old and out of date information. And as an eternal optimist I believe we'll get Kaidan goodness back in ME3....
Hudson was talking about the sequel of ME1, which is ME2 as you already stated. He doesn't talk about "sequels", nor about ME3. What we interpret into his statements is just that, an interpretation. And while this particular interview may be out of date, there are many others and more recent ones that follow the same vein. As it is, I can't help but feel that his statement about Kaidan/Ash having an important role in ME3 has as much truth in it as the one I quoted.
This is of course is just my opinion.
