Hey everyone I have a question for you all. As we all know it has been stated by BioWare that cheating will have consequences in ME3. Now here is my question "From who's point of view is it considered cheating?" Will Kaidan consider it cheating even though you were dead? Or would your Shep consider it cheating because, as far as you are concerned you never really broke up, you just got spaced
I just wanted to get everyone's thoughts on the subject. I don't think we ever really discussed this before or I may be wrong and could have missed it 
There are a few factors for every Shepard to consider when it comes to their ME1 romance:
Before Ilos: did your Shepard consider this a fling (despite whatever they said in game)? Did they break things off or put things on hold after the Battle of the Citadel, because of fraternization rules (this is what my Shepard did, even though she was still very much interested in Kaidan), or did their feelings change afterwards?
After being resurrected: did your Shepard feel differently about life after being raised from the dead? When your Shepard heard "two years", did they think that all that time lost would be too much of a hurdle?
After Horizon: this is the big one...did your Shepard agree with Kaidan's assessment of the situation? Did she feel hurt and betrayed? Did she understand why he was saying those things? Did she consider that a break up, if she wasn't already broken up with him in her mind?
The email: did this make any difference in how your Shepard saw the relationship? Were you upset by the mention of the Citadel Doctor?
Personally, my Shepard would not have considered it cheating to move on, because her relationship with Kaidan was on hold indefinitely when she died. However, she was fully aware that she still had feelings for him, and those feelings didn't go away when she was resurrected. She is loyal, in her own way, and wasn't even thinking of looking at anyone else, at least until things with Kaidan were squared away. Even if she hadn't been in love with Kaidan, though, being forced to work for Cerberus and engage in a suicide mission made her feel very alone, and flirting with squadmates would not even occur to her. She doesn't trust herself to open up to anyone right now, either.
But, from my own perspective, as a gamer, once I started playing, I realized that moving on wasn't an option at all. If anything, ME2 made me more of a Kaidan fan than ever. I don't think that's what the devs intended, but oh well...
