I think in a perfect world, he would make Admiral without question. He's smart, capable, determined, professional, hardworking ... etc etc. However, if promotion was a matter of wooing superiors or following orders even if he believed them to be wrong (which is usually the case in any work environment), I think Kaidan would gladly sacrifice position to maintain his ethics.

I don't think Kaidan would actively seek out promotion, but I agree that if it was purely merit-based, he would probably make Admiral anyway.  Maybe not within the timeframe of the ME trilogy, though.  I'm still holding out for ME3 to start shortly after ME2 in terms of in-universe time.

I agree that if he stayed with the Alliance that eventually he'd most likely make Admiral, but I doubt it would be within the ME3 timeframe.   I wouldn't be surprised to see him promoted up to Captain for ME3 however.
