If so then I really think that this is about our VS DLC.
All the clues "could" work for that.
We all have said how cool it would be for a trail so we could accomplish two things:
1. Get back in contact with Kaidan/Ashley and
2. Resolve Cerberus /Alliance conflict.
The Clues:
Clue 1. Guy with gun. Who is he aiming at? Where is he? If London earth okay. Could this be Alliance HQ?
Clue 2. The first two barcodes == 55.485 is a "MASS" and -128.5F is a temperature, in Physics an "EFFECT"
Clue 3. Another location? "QR3: http://www.sis.gov.u...me-welcome.html
Secret Service Intelligence (MI6).
Could be reinforcing that this is our DLC. The trial of Shepard. James Bond (Mi6) fought Spectres?
SPECTRE (SPecial Executive for Counter-intelligence, Terrorism, Revenge and Extortion). Funny twist Cerberus is that. Also London again. Alliance HQ???
Clue 4.
The Clash/The Singles.
Well I would think we had a major clash on Horizon. And singles could be used to mean a DLC so it is not Mass Effect 1,2,or 3.

You've really given this some thought..!  I hope you're right, but they sure are vague about it. I honestly don't think BW will start announcing spinoff games in the ME universe before announcing ME3. That would just be a very strange way to go about it, especially since ME3 has been in the works for some time now. But who's to know..?

I suspect we didn't get the Kaidan/Ashley dossier because the writers plan to use it in some way. It could very well be an oversight, but I'm not assuming mistakes before knowing.

You are right when saying Raphael Sbarge has a distinctive voice. I love his voice so much I recognize it everytime in games. I remember first time I played Republic Commando and Scorch said something I was like OMG it's Carth. And it's nice because all characters he voices are amazing characters! 
Though I recently read he was in an episode of CSI and I swear I coudln't recognize the voice at all.

He does a lot of bit work in TV shows. Usually plays a bad guy, or an "average guy in bad circumstances." I've seen him in 24, Heroes, SVU, and a few other things. Every time, I'm like, hey, wait... Kaidan?

Yeah, he was a demon victim on Charmed in the first or second season I think.  And the father of a murder victim on Rizzoli and Isles last summer.  And a total sleaze-bag on CSI.  He's all over the place.  And while I always like listening to him talk, he tones down the sex-appeal-effect in most of his TV work, imho, so I never really think he sounds like Kaidan.  *shrugs*  imho/ymmv/etc.

He keeps his voice lower and more raspier with Kaidan than he does with Carth or Scorch so that may be why he doesn't sound more like him.
