One of Shep's renegade lines at the lockers is "drop and give me twenty." Kaidan's response is a veritably amused, "Finally, a reason to enjoy physical training!"
But on Jack's romance path you have to reject her advances first, yeah? It seems to me that it's not about the sexual agressiveness, it's about Kaidan himself only getting into it if his partner means something to him. *shrug*

Strategically it would make more sense to have Kaidan with the bomb and Ash with the salarians. Kaidan is the techy guy and Ash has the brute force firepower.
... In that same instance, it'd also make more sense to go back to the bomb to make sure it goes off, no matter what. The mission has to take priority. Plus Kaidan is the superior officer between the two.

I thought about it a while, and it works in the reverse, too: Kaidan as an officer should work well in a group and Ashley should be able to set the bomb because the salarians already rigged it. Saving whoever is at the tower could prove important because, like the geth could reverse the bomb, the geth could also turn the tower back on and shoot down the Normandy.
There are also your own marines at the bomb site and the surviving salarians at the tower to consider.
... you know, now that I think of it, setting the bomb to go off no matter what sounds like an Ashley thing to do rather than a Kaidan. I know it's interchangable, but...

Anyway. My initial decision was ranking officer and the bomb had to go off (and my Soldier Shep makes good use of Kaidan's skills - he hadn't been off the team until that point)... And I immediately reloaded an earlier save and played through all the permutations to see the differences, because I was like, "...what?" before moving on with my decision. Now, my RP decision is pretty much the above + the marines (Shep's people, who I didn't know were there the first time).
Plus Shep always thinks she's gonna have the time to save Ashley.

As much as it likes to kick me in the gut, Virmire is really well made.
