But the question I wanted to ask is - has anyone of you got this dialogue with a femshep? I never got this line from Kaidan (even while playing an adept), so I was just wondering about that....
Here is how I see it, all human biotics are at different levels of talent, regardless of what implant they have. Implants don't really make you more or less powerful just help you with you ability to channel that power. Think of it as a dam letting water through. There can be a lake on the other side but if the dam doesn't let it through it doesn't matter. Same if there was a puddle of water, you could have to dam wide open and it wouldn't do any good. But Kaidan really is one of the most powerful human biotics. I believe, one of the squadmates compares him to an asari in one of the elevator chats. Remember Shepard's team are the best of the best.
Jack is probably one of the most power human biotics, followed Shepard, Miranda is probably somewhere between Shepard and Kaidan, Jacob is an 'average' human biotic. Most Asari are much more powerful then any human biotic. Biotic potential is different species to species.
EDIT: you can only get that dialog if you are not romantic with him. It is a bug that he says it no matter if you are a biotic or not.
This. Jack is probably the most powerful human biotic ever, rivaling an asari for biotic potential. But as powerful as she is, she doesn't have the finesse of a powerful asari Matriarch like Benezia or Samara. I get the impression from the game that Samara's badassery is more due to her Justicar training than her biotic prowess. I think in game terms her biotic ability is on par with other asari her age. But those other asari don't go around hunting ardat-yakshi with an assault rifle.
Liara, being a very young asari, is probably on par with the powerful human biotics like Jack, but I can't see her being equivalent to asari Matrons and Matriarchs. In a one-on-one fight, Liara would lose to Samara or Aria, but she could probably hold her own with Jack, Miranda, or Kaidan.
I think Kaidan is easily a more powerful biotic than Jacob, just by virtue of the fact that Kaidan has the L2 implant. He’s probably on par with Miranda though, it's possible that Miranda also has an L2, given her age (she's actually a year older than Kaidan) in which case she could be as powerful as Kaidan. Given Cerberus' resources, it's possible that her L2 implant has been tweaked to reduce the side effects those implants are notorious for. I highly doubt that Miranda's father would allow her 'downgrade' to an L3 implant under any circumstances, given what she says about him. And possibly her genetic engineering makes her less susceptible to those side effects in the first place. In any case, having Kaidan and Miranda be on par biotically makes some sense. Jacob is another matter though. I don't get the impression that biotics has ever been the primary focus of his training, and he is seven years younger than Miranda and six years younger than Kaidan, so he was in all likelihood fitted with an L3 implant from the beginning. That, in addition to his combat training, probably puts him in the biotic tier below Kaidan and Miranda, and well below Jack and asari.
I think an Adept Shepard is probably on par with Miranda and Kaidan from a biotic strength standpoint, and possibly as powerful as Jack or Liara. I think Shepard has exceptional biotic potential, which is only limited by his/her L3 implant. This would make Shepard stronger than Jacob, and even with Kaidan and Miranda, and only slightly less powerful than Liara. As we've seen with Jack, an L3 implant doesn't automatically indicate a comparatively weak biotic potential, it just means the individual has to work harder to really get the most out of his/her implant. Of course this is based on the assumption that Jack has an L3 implant, I can’t imagine someone as young as her being fitted with an L2. It’s possible, though, that there was a specially-made implant that Cerberus created just for her.
