Immediately before the locker scene?  The meeting with the Council.

You have to save at the CIC after you finish the last mission before you access the map.

As soon as you access the map, you are taken back to the Citadel and have the meeting where you get locked down. The locker scene is right after that.

Save right after you finish the last mission that you complete. Virmire isn't necessarily the last mission.

When you access the galaxy map after you finish the last mission, it'll be cutscene city.
