Apparently so! The reason he wasn't in ME2 much, apparently, was because they didn't wanna kill him or Ash off before ME3 so they could play important roles.

I suspect they'll have to get rid of some of the characters (hint: I imagine there won't be much outcry if Jacob falls down a pit) before ME3 - Thane needs to die for starters, cus if they bow to the fans and just cure him out of the blue I'll be annoyed - not that I don't like the character, but why angst it up in your not going to follow through?

Everyone survived in all of my games so it will be interesting to see which squaddies will not be back.
Zaeed - may take off to follow his own contracts
Jack - said from the start that she would help with the mission then go on her own killing spree.  although the folk at BW seem to like her as a character so not sure
Miranda - in my game she told TIM she quit, but she may take off to protect her sister seeing as Cerberus knows where she is
Mordin - old so may retire or work behind the scenes on stuff for shep
Grunt - may go back to clan Urdnot but I can see him sticking with Shep
Legion - I think would stay
Tali - if not exiled may go back to rally the fleet (I hope so anyway) and get them prepared for reaper invasion
Jacob - who the hell knows - changes sides so often its hard to predict what he'll do
Garrus - will stay with Shep
Samara - will go off to do Justicar stuff
Thane - dying so will go to spend time with Kolyot
