It does make sense.
Let's not forget that Shepard comes back from the dead. It is no something that happens every day. Anybody would be shocked. Besides Cerberus brought Shep back but did they really bring the whole of her back or just some clone with imported memories. I think Kaidan's reaction is completely understandable.
I always figured my Shep to be the kind of person who says more with actions than words. So, if she could have replied, it would have been short and sweet, and hopefully convey to him that Ilos meant everything to her as well. No justifications of what she is doing or trying to talk him to her side. Just an affirmation of what she feels towards him.
I was just about to say something very similar. My shep would just prove through her actions that she was still the same person, and just a quick note about how she feels.
I always thought it was a bit strange that everyone besides the alliance peps were totally cool with Shep coming back from the dead, hello doesn't dead spectre walking seem just a bit unbelievable?
Of course Kaidan would some serious issues with Shepard just appearing 2+ years after her death. I wrote a fic around that topic and unfortunately I suck at writing so I couldn’t do it justice. So as much as Horizon breaks our hearts it’s completely understandable from Kaidan’s pov.
I think everyone else assumes you were undercover and weren't actually dead, the alliance knows you weren't with them so either were dead
