I think it was BW taking the easy route - only use characters you know will be in briefings, that way you don't need to check and see if they've been recruited yet.
I would have thought because in ME1 they had everyone at the breifings it would have been the same for ME2. My thoughs while playing was that because Miranda and Jacob were "suppose" to be the number two and three on the ship they were the only ones at the breifings.
Your probably right though it was BW taking the easy road.

Well ,if you look at ME1, Garrus, Wrex, and Tali never say anything it in the briefs anyways, heh. But yeah, there are too many squaddies to deal with I think.
