The problem with this argument is that he's generally shown in ME2 to not be an effective politician. If you listen to the news broadcasts he a "diplomatic incident waiting to happen" and none of the other races (or reporters) can stand him. He won't even bother getting you reinstated as a Spectre, and any impartial logic I can apply suggests it would be good PR, if the Savior of the Citadel is still alive, to be able to claim that s/he is still working for the Council and the general good of the galaxy. *shrugs*
I actually haven't seen any of that in my Udina-as-councilor games. The only things I've heard regarding his leadership on the whole playthrough (with extended news sessions) was Anderson saying he's 10x more of an ass than before but still damn good at what he does. Is this perhaps influenced by your decision regarding the council?
I think there must be another variable at work here, since in my playthrough Anderson got the council to re-instate me as a specter before Udina showed up; Udina was miffed at Anderson for going over his head, but didn't seem to object.
