Eh, I believe that in Tali's Quarian Engineer class power, at least at one of the level 4 variants, it does mention "modest cybernetics". I'd have to go check in-game again to be sure on the exact quote, but given that they already have immune-system boosting implants for going on Pilgrimage, having some cybernetic augmentation doesn't sound like it'd be too uncommon for quarians to have. Harbinger could be referring to that, and/or the environment suits.

Wow. Really? I've played through Four times now to completion, and I've never even heard any of those. I always here him saying thing to Shepard, like, "I know this Hurts you..." and so on. Hmm, guess I'm trying so hard to flank and kill the bugger, I never really pay attention to anything else Harbinger says. The Quarian cybernetic augmentation though could refer to the EV-Suit they wear as those suits likely contain components that work in tandem with Quarian's Biology. Still, good job on keeping and eye and an ear open for those.
