The "it's always a risk" line could mean for every different person, not necessarily every time the act is performed. This seems like it would be especially true for Quarians, since their immune systems were supposed to be very adaptable in the first place, rather than combative.

well being that each quarian couple can usually only have one child not many quarians would be willing to give up that child since they are suppose to be adding to the population of the migrant fleet and not many quarians would be willing to give up there only child.
now maybe if they had a quarian couple produce a child just for them and not have that count as there 1 child they can add to the fleet maybe its a possibility

While I can agree with you there, the whole angel of Shep and Tali is a forbidden love in the forum of not that of blood line, Beliefs, or even allegiances but that of simple and basic reality, shepard must wake up every morning knowing that tali may never be able to take that suit off for long periods of time. It can also be risky for humans. So yeah, it is not just the quarians who can have complications with pregnancy.
I do have to say, if i could i would let Mordin alter my DNA so that it would be compatible and it would be possible to have test-tube baby. I love the idea of a little quarian baby who has my traits and who would be my son/daughter.
But adoption is also a viable option, never rule that out.
