This is true. Cats can't mate with dogs, and they are more related to each other than humans to Quarians. In fact, humans are more related to potatoes than they are to Quarians, because both of these organisms at least share the same type of genetic coding: DNA. Quarians don't even have that, so even gene splicing would be out of the question.

But a hoars can with a pony and create a donkey... wtf logic

Horses and donkeys have the same number of chromosomes: they are close enough in DNA to mate (with some problems such as sterility). Humans and quarians aren't the slightest bit close to similar in DNA - quarians don't even HAVE DNA!
