This is true. Cats can't mate with dogs, and they are more related to each other than humans to Quarians. In fact, humans are more related to potatoes than they are to Quarians, because both of these organisms at least share the same type of genetic coding: DNA. Quarians don't even have that, so even gene splicing would be out of the question.
