I think the two most logical conclusions are:
1. He's taking suits into consideration. Suits are essentially a part of a every quarian's physiology. You will never encounter a Quarian in a combat situation (which is what he's talking about) that's not in a suit.
2. Quarians have extra strong bones. This is supported because he brings up how easy it is to sever a human's spine, which is what leads to him mentioning so many races as being "soft"
It's also worth noting, that when he says Quarians aren't as "soft" as other races, that he's not talking about their skin. In the context of this conversation, to him soft = how easily killed, not how they physically feel.
Very good point but Reegers suit was punched through by a bullet. Then you talk to him about a full scale war and he says that they would get slaughtered. Not just the supplies but also their suits to begin with. The strong bones is a very good idea however, and I didn't consider it but I can't help but feel there is more to it.

Yeah but I don't think Grunt would discredit other races simply because a bullet can hurt them. Even Krogans suffer injury from bullets without some kind of body armor. They just have backup body systems to help them cope with the damage.

I still think there is somthing going on under those suits we don't know of yetor maybe I'm just paranoid and taking grunt out of context.
