And it provides some protection. The suits they use to train police dogs are made out of Kevlar, and they protect against the puncture of dog bites. Still, sometimes the wearer suffers some damage.

Shepard's not exactly in a position to judge anyone for having some cybernetic parts in them.
I imagine maybe what quarians receive is something to help with their immune system. Basically something important to their survival. They wouldn't do it unless it was vital, Quarians don't have the resources to give out some of the badass things that Shepard has, like that bone fusion stuff or the skin weave.
All of the speculations are going to drive me mad. MAD I say! Lucky for me I will be in boot camp then in the air force waiting for confirmation in ME3
