Found it. Quarian. Male. Seems to have suffered from burns and a blow to the chest.

 Not to cause problems but this looks like a normal human skeleton, the quarian's we've seen have too skinny an upper torso for the ribcage to work.

Plus its a male quarian so that explains the bigger rib cage.

Whenever I finish my work (basically never, since I'm posting in here ) I think I'm gonna go to that planet, find that skeleton, and take various pics from different angles to get a better idea.

Yeah whelp is an actual English word, and it can be used for a young anything. I suppose it's "proper" use is for young animals, but it really can be used for anyone who's young or small.
