I don't think it will have any major effect. Simply because Bioware doesn't seem to want to have things in later games predetermined by earlier actions. It may lead to an easier or harder situation, but even that I'm not too sure about. The admirals seem pretty set into their philosophies, and even after you tell them off and gain their respect, you're still an outsider. There's really no reason that your opinion should hold more weight than say a random quarian captain. Also, that's a pretty out of the way convo. I didn't even find that stuff until my 3rd playthrough when I went through all the investigate options.
Then again, I'm pretty cynical on the whole decisions carrying over thing in general. I expect pretty much all of the ME2 choices to have no consequence more serious than an email <_<

first time i played me2 i did not import a me1 save because my old hardrive crashed (so the default choices were made)and when i went back and re did my me1 game to full paragon choices and transfered the data over to me2 EVERYTHING WAS VERY MUCH DIFFERENT
so i could easily see the way you talked to the admirals effecting wether they go to war or not in me3 the game is based on a choices engine each persons game is individualistic based on the choices they made

Handcannon - Insuring High Damage With Faster Fire Rate Yet Affective If She Should Need To Hit A Farther Off Target
OmniTool - Great For Hacking Enemies At A Distance Or Distracting With "Chikkitika" To Keep From Being Overwhelmed Or To Give Her A Chance To Move In Close. Also Drain So She Can Keep Her Shields Boosted While She Holds Her Ground.
Im guessing in Quarian standards she would be considered vanguard. @_@
