How I weighed.

Garrus: Great leader! Only lost squad to betrayal. Very tough. Can hold line. Use as leader. Not a tech. Not a biotic.
Grunt: Does not care for others. Not a leader. Not a tech. Not a biotic. Use in squad
Jack: Does not care for others. Not a leader. VERY powerful biotic. Use in squad or for bubble.
Jacob: Good man. Has much to prove to self after father's failure at leadership. Possible leader. Not a tech. Not a biotic.
Legion: IS tech. Also demonstrated hacking ability aboard Geth space station. Use for pipes. Incapable of caring for others. Not a leader. Not a biotic.
Miranda: Trusted by Illusive Man to run major projects. Gets results. Possible good leader. Not a tech. Biotic, but weaker than others.
Mordin: Biologist not tech. Not a leader. Not a biotic. Use in squad.
Morinth/Samara: Equal in power (see loyalty mission). Asari natural biotics. Likely equal power to Jack. Use for bubble. Not a tech. Both solitary. Not leaders.
Tali: TECH! Engineer Adams impressed with tech ability. Use for pipes. Squad members have tendancy to die. Not a leader. Not a biotic.
Thane: Solitary killer. Not a leader. Not a tech. Not a biotic. Use in squad.
Zaeed: Merc leader. However. Many stories end with "I was the only one left alive." Does not care for others. Do not use for leader. Not a tech. Not a biotic.

Grunt, Zaeed and to a lesser extent Jacob and Garrus give you bonus points for holding the line while you fight the Big Bad so its best to leave them behind in the last segment.

Also Jack, Mordin, Tali, and Legion are the most fragile so you'll want to take 2 of them with you for the final segment and send one of them (loyal) to escort the crew for the best chances of everyone surviving.

The way I've always done it, and it seems to work fine is:

I usually keep Tali and Zaheed or Thane with me, send Grunt back with the survivors and that seems to work just fine.

First playthrough I sent Grunt to escort the crew, then I took Garrus and Tali to the final mission and the line held. Everyone survived. When I heard you could send anyone to escort I was like "waat how did I not screw that up".
