I doubt Christina Norman actually deals directly with the voice actors that much. Game designers aren't voice directors.
And Quarians are only allowed one child, unless the limit is temporarily removed. They have strict population quota's to keep. So while some families may have two, the vast majority will be single children families.
@Scy. She say's it when she first mentions her father. You can ask about her mother to find out more of her family life and learn that her mother died 5 years ago(she was 17) due to a virus. Her mother's name is never given.

Shepard and Tali's son, Rael Shepard, was waiting for his bed time story with a certain degree of impatience.
Suddenly Garrus just remembered that Tali would be upset if he or another one cursed around her son or made him cry.
And an upset Tali mean... Well...A lot of blood with a broken nose, carving trips and shotgun in the ass.

This time, Tali was pleased with her guests (Garrus, Grunt and Mordin). They didn't do anything to upset her son (she heard him giggling), they didn't do anything that could break the house – like last time...
After the last incident in her house,she had warned them that if any of them showed up again, she would not hesitate to obliterate their offending presence with a shotgun.
But they liked Rael very much and he liked them too. So she forgave them... for now.

"Uncle Garrus... What’s a whor*?"
Garrus only thought was...
Sh*t!
They had to think quickly of a way to answer the question without upsetting Rael nor breaking his innocence yet. And hope that Tali wouldn't hear any of it.
Mordin was the first to speak.
"What he means to say is... Well... your uncle Grunt was raised because of the WAR."
Garrus continued the little lie.
"Yeah. Like your father - he became the hero of the galaxie because of the war against the reapers."
"He has grown mature because of it." said Mordin.
Grunt was confused "What the hell are you talking about? I mea..."
"Shut up !" Said Garrus in a slow treating voice.
Rael looked at his three “uncles,” a bit confused.
"So... Daddy became a man... because of a whor*?"
"YES ! Clever boy." Garrus grinned, patting the head of the young boy.
And his worst mistake would have been to think that he said “war” instead of “whor*.”

She never explicitly says she's an only child.
However, she mentions the child limit at the same time as discussing her family. If hers was an exception she likely would of mentioned it.
There is no mention of a sibling during her exile.
There is no mention by Rael'Zorah of another child in his Aleri logs.
There is no presence of a sibling AT her exile.
Her having a sibling would be a pretty big secret to pull out of no where.
Looking it up is fine and dandy, but the game is more canon then the book. In the game she says they are only allowed 1 child. (If even the book says that)

Shala'Raan was considered an Aunt, even if not by blood.
She had a father and mother.
Those are the someones. Miranda only had a sister and father. Jacob, just a dad. Garrus barely even mentions his father. Grunt had Okeer, Jack has no idea, Thane has a son and dead wife....
There just isn't time and no real place in the plot to go into depth of everyone's deep family. It might be nice to imagine such extra attention and detail for the characters you prefer, but it's hardly fair for everyone else who gets left in the dust.
