Actually I'm not really sure that;s true. Legion mentions that other platforms only run about 100 Geth each, and it was judged that Legion would need over 10 times that number in order to operate without contact to the Geth network. It is very possible that other platforms simply don't have the processing power to communicate effectively in a way that we would understand.
Legion has the one recording of a geth asking the quarian whether or not it had a soul or something 300 years ago. I don't see why they would remove the ability to communicate with the quarians over time. It would make sense for them to keep communication options open. While they have no intention of messing with organics, surely they have the foresight to know they won't be left alone for eternity.
They may very well know that, but they seem to have judged that it is too risky to try and make contact with the Quarians until they understand why they behave as they do. That is why they run those social experiments -- they are trying to understand the judgements that the organic mind makes and why it makes them. The Geth do not yet understand the Quarians, and they want to know what the consequences of attempting to contact the Quarians would be before they actually do it. Not a bad approach, really. Kind of like Sun Tzu's Art of War -- win the battle
before you take the field, not on the field itself.
