Of course. One difference is that Tali does not flirt with Shepard. She wants him, but is too scared to ask. That's why you need to ask her yourself otherwise nothing gets done.
Tali pounces on Shepard because of the sexual tension. Shepard has revealed that he has feelings for her, and after removing her mask, she knows that she can trust him.

Best romance scene in the whole game imo. 

That whole line about falling for the dashing commander? If you don't call that flirting, I'm pretty sure you need to get your piping checked
