No. Turians have largest military. Asari and Salarians have among best commandos. Addition of humanity with decent military and decent commandos makes military powerhouse.
WIthout rest of galaxy united against, no real challangers.
"Divine Mandate" implies taking thought that some deity says should rule.
Military power and long history gives authority. Other species needs irrelevant.

To help get this thread more on topic, here's a line that I don't recall seeing get mentioned before, but I felt the attitude behind it is one of the reasons Tali is so well liked

When you agree to take her to her trial. That line seriously encapsulates her incredibly non-selfish attitude. :)

The Turians seem so 'tacked on'...



Someone unleashes hell with the rachni, who start pushing into council space, presently just the Salarians and Asari as council members. The salarians discover the krogan, who they bring to the space age too early to help with the rachni, and they do, well. the rachni are brought to near extinction and the krogan are given some worls as a gift. They breed like rabbits on viagra and start colonizing new worlds, but it wasnt a problem because the coucil turned a blind eye to it like germany before WWII. then they take a planet with an asari colony, and so starts the krogan 'rebellion'.



Then, a powerful miltaristic race is found with plenty of ships and plenty of men. The Turian. They are found on the other side of council space, and outflank the krogan, leaping into the conflict. The krogan cant handle a two sided war coupled with key points being destroyed by STG, Spectre, and Asari Commando squads, the rebellion is crushed. And the Turian, a new race, gets all the 'fringe' benifits and a council seat.



It is never explained if the Batarian people had any hand in the rachni wars or krogan rebellion. At least not that i've seen. Its strange...

Other species couldn't challenge Council races regardless. Volus are merchants, Hanar can't really fight, Vorcha life-span too short, Batarians not unified, Krogans hit by genophage, too few Drell and Quarians left.

Back to the Council races in particular, while they do have the most and biggest guns amongst the known established sapient species, they are not generally actively trying to attack or destroy other species nor newly discovered species. This, IMO, makes them a better galactic caretaker than certain other alternatives. Granted, if you long for a free-for-all where no one else gets to interfere in your business with laws and regulations then you would perhaps be better served following the Batarian example. Then again the Batarians have their own issues....

No one is disagreeing with you, equality is what we all want. We're just saying the council is in power, has all the chips and doesn't feel like sharing unless it helps them somehow.

Batarians are a merchant race, and aren't unified enough to have an effective military.

We don't who  or what drove the Rachni mad and started the Wars, interesting the Quarians would be  the most  advanced and powerful  race in the Galaxy if not for the Morning Wars.
