I actually like that one better. Shepard would never send someone else to do it for him; he's no that kinda guy 

I contemplated having Shepard go with Legion, but I  decided against it since if one organic could go, why not two? Tali would have liked seeing her homeworld in person more than just getting a flower. "You went to the Quarian homeworld and you didn't bring me along?" Just seemed like the first thing that would come to Tali's mind.

Approve of face/hair. Unsure of skin color. Dark skin possible. However. Not as likely as light skin. Quarian color changes significantly depending on tint of face mask.

Indeed. Do this instead: 

Yeah, or you use Legion to book a journey to Rannoch, with just you, him and Tali. Using Legion as your guide, you walk the mountains, shop at the shops, and sleep in one of the most known hotels. The next morning you enjoy the beaches of Rannoch, and spend the rest of the day biking the dunes.

That night, you and Tali sit on a hill and stare at the moon going down. And just then when you're gona pop the question, legion walks in and says its time to go.

Soooo... many factors that could affect skin pigment... Without risking starting this argument up yet again, let's leave it at that bioware can pretty much make her skin color whatever they want and have it justified in some way.
