Approve of face/hair. Unsure of skin color. Dark skin possible. However. Not as likely as light skin. Quarian color changes significantly depending on tint of face mask.
I'm unsure of what it is you mean, I think. Are you saying that a species' coloration is somehow effected by the shade of plexiglass they see through?
I don't find dark skin tone to be any more likely than lighter ones. We can assert that Quarians are a mammal analogue due to live birthings, and mammary glands on the females. Should they in fact be mammalian (analogues) why would they not have the same sort of variation in skin tone/hair color that you find common in every mammal species on this planet?
This is of course, provided their species has natural solar radiation protection in the form of a melanin-like substance. If they do, I would expect to see Quarians of different shades.
Then again, 300 years on starships, without unprotected UV exposure... might all be nearly albino, by now.
In which case, I submit that the skin tone presented in that picture is not a skin tone at all, but rather a fine layer of fur!
Or maybe moss. How often do Quarians clean the inside of their suits?

snap. Quarian immune system. Extremely adaptive rather than combative with micro-organisms. Symbiotic relationship with native flora of their homeworld due to lack of insectoid population necessary for pollination. Logical to assume that Quarian immune system would grow accustomed to carrying plantlife aboard the host.
