He made shepard in order to have the hero of the galaxy under his arm, he expected shepard to conform. When he didnt (depending on your playthrough) he freacked out and started screaming like a baby for miranda to arrest him or something.
"The road to hell is paved with good intentions." TIM needs to learn this quote.

For the record, TIM never expected you to conform completely. He even says as much early in the game. The only thing he expects of you is that you will do everything in your power to stop the reapers.
Since TIM is the ultimate pragmatist, he sees how he can profit from the collector base. When you make the decision to destroy it out of spite, risking all of the galaxy, TIM understandably reacts negatively. Thinking emotionally instead of logically is dangerous with that much on the line. Is risking the entire galaxy to get back at TIM really a good idea?

Id buy that if when you talk to TIM he doesnt rage about how he could have used it to conquer the galaxy.

I make it pretty clear whenever I defend TIM, (which is a lot since everyone hates him...) that I'm perfectly aware that you would have to fight him later. The key thing is that he will help you against the reapers more than anyone else in the galaxy until their gone. I don't see why so many people pass that up.
I feel like people are constantly metagaming this aspect, and have the whole "Bioware will make it possible to defeat the reapers no matter how I act, so I don't have to be pragmatic" view. Is Cerberus really 1/1000th as big of a threat as the reapers? TIM's actions after the reapers are gone aren't a huge concern.
