I don't think Jack is overdone. Jack is based off of the character "Jack" from Pitch Black and Chronicles of Riddick, and that is how that character acts in those movies. She a "scared girl" at heart, but she wants to look tough and badass, so she takes it over the top to convince everyone of it.
The tie was never officially validated of course, but if you've seen the movies, the connection is obvious.

Jack was a new character. Tali's character has already been established through 2 games. They're not going to completely rewrite the character of most popular squadmate.
